Description:
Generates an Open Ended 1d100 roll (d100OE)
If you roll 96-100 roll again and add result to first roll
if the subsequent rolls result in 96-100
Do it again!
But there's a dark side:
if you roll 1-5, you roll again and subtract
if the subsequent rolls result in 96-100
roll again and subtract some more
Can also be used to generate an Open Ended High 1d100 roll (D100OEH)
it's like the OE roll, but only goes up
